Edits to Vancouver To San Diego

With the cancellation of the Highway 99 Express bus to Monroe and Junction City, this leg must be replaced by Greyhound. The Tillamook Transportation 4 is now serving Lincoln City, so the connection w/ Lincoln Transit is much smoother, minus the "on call" Otis stop. Also, the Coast To Valley Express has added lots of trips, raised their prices, and changed from a Dial-A-Ride to a fixed route. (YAY!)
